Doreen Quail
In everything that God has allowed Pastor Doreen to put her hands to, she has done it for the glory of God. Doreen loves the Lord with her whole heart and wants to please Him in everything she does. In every job, she was able to pray and encourage others with her genuine love for people, but especially children.

Her heart’s desire is to help children be set free, healed and delivered so God’s purpose will be fulfilled in their lives.
WOMAN OF GOD: Author, Christian Mental Health Coach, Pastor of the youth praise dance team, A.R.M.Y. (Anointed Reigning Mighty Youth), Pastor over the adult praise dance team Barak at Powerful Praise Impact Ministry located in Fayetteville, NC; prayer warrior, intercessor, prophetic praise dancer and an armor bearer.
FAMILY WOMAN: Mother of 10 children a wife, daughter, sister, aunt, niece, and friend. She puts family first and is involved in all of her children’s lives. She will do anything she can to ensure their health, sanity, protection, and spiritual growth.
CHINO FOUNDER/PRESIDENT: Change Has Inspired New Opportunities (C.H.I.N.O.), is a youth non-profit outreach ministry that commenced after the murder of Doreen's 28-year-old son, Robert Chino Irizarry, Jr.
ENTREPRENEUR: Experienced owning and operating her own day care, Sonrise, for approximately 10 years and operating her own nail salon, Praising Hands, for approximately 5 years both while she resided in Buffalo, New York.

Change Has Inspired New OpportunitiesPastor Doreen Quail is a passionate servant of God,
visionary leader, and community advocate dedicated to
transforming lives through faith, love, and service. As
the founder of C.H.I.N.O. Outreach Ministry (Change
Has Inspired New Opportunities), Pastor Quail has
committed her life to helping individuals and families
discover hope, healing, and purpose through the power
of Jesus Christ. With a heart for youth, families, and community
outreach, Pastor Quail leads initiatives that empower
people spiritually, emotionally, and socially. Her
ministry focuses on creating opportunities that inspire
change, build confidence, and restore faith in
individuals who may feel overlooked or discouraged.
Pastor Quail is also the leader of Powerful Praise
Impact Ministry and works diligently to nurture the
gifts of young people through worship, praise dance,
mentorship, and leadership development. Her work
emphasizes helping youth see themselves as God
sees them — fearfully and wonderfully made.
Through outreach efforts such as CHINO Petting
Farm and community programs, Pastor Quail
creates uplifting environments where children and
families can connect, learn, and grow together in faith
and unity.
